The text of 55-page rules document outlines the GOP priorities and procedures for the next two years including a three-page addendum that Speaker McCarthy agreed to during last week’s negotiations with the House Freedom Caucus and others. The document lays out the most controversial concessions McCarthy made in order to become speaker including: three seats on the Rules Committee for conservatives, freezing spending at FY2022 levels, a debt-ceiling strategy, committee assignments, and more.
