The Senate Considers a Water Infrastructure Bill
This week, the Senate Environment and Public Works Committee considered the Water Resources Development Act, and ASA has been working on an amendment to the Act that would require performance and payment security when federal loans, and/or grant funds are provided or when public-private agreements (P3s) are utilized for Water Infrastructure Finance and Innovation Act (WIFIA) contracts. This potential amendment was offered as standalone legislation (S.2928) by Sens. Kelly (D-AZ) and Cramer (R-ND). We express our sincerest gratitude to these two senators for their willingness to champion this issue on behalf of small business construction contractors and U.S. taxpayers.
