The House Continues Debate on the $3.1 Trillion Budget Reconciliation Bill

As House committees continue to consider their $3.1 Trillion Budget Reconciliation Bill, there is doubt about passage in the evenly divided Senate as moderate Democrats are concerned about the price tag.  Another Senate hurdle is the Byrd rule, which prohibits provisions that have a "merely incidental" impact on federal spending, taxes, or deficits.  One procedural question to be determined is how Democrats can include an immigration provision that would permit a pathway to citizenship for undocumented immigrants brought to the U.S. as children.  The Senate parliamentarian, who must decide the matter, heard members of Congress make their case for the provision last week, but asked for a follow-up meeting this week.
