A compromise has been reached on the proxy voting battle between Speaker Johnson and Rep. Luna (R-FL). The deal involves vote pairing, where an absent member coordinates with a member attending the vote who is on the opposite side to form a "pair," thereby canceling each other out. The House voted on four bills that did not get floor time last week due to Speaker Johnson's early recessing of the chamber. These bills include two disapprovals of Consumer Financial Protection Bureau rules, a measure requiring proof of citizenship to register to vote, and a bill limiting federal district courts from issuing nationwide injunctions. The House also considered a bill to restore the District of Columbia's ability to spend its own revenue.  Finally, the House attempted to pass a budget framework approved by the Senate last Saturday.  Approving the fiscal 2025 budget resolution would initiate the reconciliation process necessary to advance many Trump Administration priorities, such as tax cuts, spending reductions, and increased funding for the border and military.
